Though only three chapters long, Titus contains Paul's clearest exposition of the relationship between grace and good works. First, the grace of God that brings salvation. "For the grace of God that bringeth salvation hath appeared to all men, Teaching us that, denying ungodliness and worldly lusts, we should live soberly, righteously, and godly, in this present world; Looking for that blessed hope" (2:11-13). Grace is not only the power to save but the power to teach — true grace does not lead to license but "teaches us" to live godly lives. Cheap grace says "God will forgive anyway"; true grace transforms lives. Second, the washing of regeneration and renewal of the Holy Spirit. "He saved us, not by works of righteousness which we have done, but according to his mercy, by the washing of regeneration, and renewing of the Holy Ghost" (3:5). Salvation's foundation is God's mercy, its means is the Spirit's work, its result is life's renewal. "Works of righteousness" are not the condition of salvation but its fruit. Third, zealous for good works. Titus mentions being "careful to maintain good works" three times (2:14, 3:8, 3:14). Good works are not the ground of salvation but its evidence. "This is a faithful saying, and these things I will that thou affirm constantly, that they which have believed in God might be careful to maintain good works" (3:8).
